“There's no trust, no faith, no honesty in men; all perjured, all forsworn, all naught, all dissemblers.”
Nobody is moving. Nobody wants to move. In all honesty, nobody wants to be summoned. The tension building up between the Ministry and the people of the wizarding world is growing to colossal rates. You would think every single wizard would run out of their secure places and flee to the muggle world for cover, but no, they're just not moving in or out of their worlds. They're staying within their confines – bound by something they can not even explain. A conspiracy the newspapers say; a ministry tactic the people say, but how do you explain the disappearance of over 20 wizards and muggles alike in the last few years? Each and every one of those people was summoned; each of them stepped inside of the ministry and never came out. Each person summoned knew they’d done something wrong. It doesn’t take a scientist to figure out that the world has gone wrong; wickedly wrong. And the one question hanging on everyone’s tongue is ”Why?”
A place they once called their safe haven seems to bend and break easily beneath the reigns of one, Dark Lord, but now, there is another force, unrecognized, inconceivable, and the ministry has to be behind it. There is no other explanation; besides the fact that – well – the Dark Lord could be running the Ministry – how else could anyone explain the strange disappearances? All fingers are pointing at the former and as students are sent off to school, their mothers all say the same thing “Love all, trust a few, do wrong to none or you will lose everything.” Heed by your mothers or you will be next.
The "freeze affect" is a simple concept constructed by the people of the wizarding world. It says: Make a false move and it won't take long for the ministry to grant your audience. Only the lucky ones survive and as it stands nobody has. Take no chances, don't blink, don't move. Be normal.
But, like human do, regardless of danger, they always bend the rules or even go as far to break them. Even when they watch single handedly as their world collapses around them. A once beautiful wizarding world is slowly becoming a slum and asylum, rather, for the creatures of the night, and, the Ministry says we don’t need saving, ha!
THAT'S JUST RIDDIKULUS!

tyrannical Dolores Umbridge and most importantly, the year of
the “freeze affect.” All that can be said is "welcome to your new hell."
